The Pediatric Surgery Clinic of DUTH was established in 2002 (P.D. 38/2002, Government Gazette 39/5-3-2002) and is located at the University General Hospital of Alexandroupolis, serving the health region of Eastern Macedonia and Thrace. Both emergency and scheduled procedures are performed, covering the full spectrum of Pediatric Surgery. Additionally, a regular outpatient Pediatric Surgery clinic operates every Tuesday.

Education
Teaching of the compulsory elective courses “Pediatric Surgery” and “Pediatric Urology” to students in the 9th and 10th semesters, respectively. Participation in the educational programs of the Pediatrics Department and the 1st and 2nd Surgery Clinics of DUTH, covering topics not included in the teaching curricula of the Pediatric Surgery and Pediatric Urology courses.
Teaching in the Postgraduate Program of the DUTH Department of Medicine, specializing in surgical diseases of the liver, pancreas, and biliary tract (Master of Science).

The Pediatric Surgery Clinic of DUTH serves the health region of Eastern Macedonia and Thrace and is on call daily. It operates a regular outpatient Pediatric Surgery clinic 4 times a month. Both emergency and scheduled surgeries are performed, covering the full spectrum of Pediatric Surgical procedures.

INTERNAL RULES OF PROCEDURE OF THE DUTH PEDIATRIC SURGERY CLINIC
ARTICLE 1
Establishment – Field of Activity
- A Pediatric Surgery Clinic is established within the Department of Medicine of the Democritus University of Thrace (DUTH), serving educational, research, and clinical needs in the academic field of Pediatric Surgery. Specifically, its activities concern the conservative and surgical management, care, and hospitalization of children with pediatric surgical conditions; theoretical and clinical teaching at both undergraduate and postgraduate levels; clinical and experimental research; and cooperation with other clinics or laboratories. The care of young patients includes clinical and paraclinical diagnosis, laboratory investigation, and treatment of pediatric surgical conditions such as: congenital malformations concerning the development of anatomical systems, acquired pediatric surgical conditions (intussusception, acute appendicitis, acute scrotum, etc.), pediatric surgical oncology, as well as pediatric trauma.
- The Clinic is part of the Sector of Surgery of DUTH.
ARTICLE 2
Mission
- The mission of the Clinic is to cover the educational and research needs of the School of Medicine and other Departments of DUTH in its scientific fields; the specialization of physicians, nurses, and other healthcare professionals, as well as their continuous education and training; the provision of care and hospitalization for children with surgical problems; the execution of clinical and experimental research programs aiming at the study and general production of new knowledge regarding the pathogenesis, diagnosis, treatment, and prevention of pediatric surgical diseases; the cooperation and exchange of scientific knowledge with other clinics, scientific societies, academic or research institutions domestically or abroad; the cooperation with European and international organizations for the implementation of research and educational programs and general activities related to the clinical scientific fields; and the organization of symposia, seminars, conferences, and lectures for the purpose of informing, exchanging views, and training participants.
2. The work of the Clinic is divided into educational, clinical, and research:
a) Educational work concerns the education of Medical School students, the training of residents or specialized physicians, and the training of other healthcare professionals. The education of students is carried out by the Teaching and Research Staff (DEP) and is divided into theoretical and practical according to the curriculum. The training of residents and specialized physicians is also divided into theoretical and practical. Theoretical training includes clinical and theoretical courses, discussions of interesting cases, literature updates, and review discussions; practical training aims at gaining experience in diagnostic, interventional, surgical, and conservative therapeutic treatment.
b) Clinical work concerns the care of patients hospitalized or monitored at the Clinic. Services are diagnostic and therapeutic (surgical, interventional, or conservative). All diagnostic and therapeutic procedures and decisions must follow the application of evidence-based or internationally accepted practices. Experimental diagnostic or therapeutic procedures are applied only after approval by the Ethics and Deontology Committee and with the written consent of the patients.
c) Research work of the Clinic concerns either applied clinical research or experimental and basic research and is conducted either solely by the Clinic’s staff or in collaboration with other researchers, clinics, or research centers.
ARTICLE 3
Staffing
The Clinic is staffed by medical and other personnel serving at the Department of Medicine of DUTH and at the Regional University Hospital of Alexandroupolis, where it is established and operates. The medical staff consists of the Director and members of the Teaching and Research Staff (DEP) of the Department of Medicine whose scientific involvement falls within the educational, research, and clinical interests of the Clinic. This staff is supplemented by residents and specialized physicians. Other personnel include members of the Special Administrative and Technical Staff (EDTP) and nurses, whose work is determined according to the respective needs of the Clinic. The assignment of DEP and EDTP members to the Clinic is conducted via the procedure of Article 4, par. 1(d) of Law 2083/1992, while the remaining members are assigned via the procedure defined by the provisions of the organizational structure of the Regional University Hospital of Alexandroupolis.
ARTICLE 4
Administration – Responsibilities
The Clinic is directed by a Director who is a member of the Teaching and Research Staff (DEP) of the Department of Medicine and is appointed according to the procedure of Article 28, par. 22 of Law 2083/1992. The Director has the responsibilities defined in Article 7 of Law 1268/82, which include: drawing up and submitting the annual operational program for educational and research activities to the General Assembly of the Sector of Surgery; ensuring the implementation of the decisions made by the Board of Directors and the Scientific Committee of the Regional University Hospital of Alexandroupolis regarding the provision of clinical work; overseeing the staffing and financial management of the Clinic’s revenue; ensuring the submission of the annual activities report; appointing those responsible for consumables and mobile equipment; and signing every outgoing document.
ARTICLE 5
Installation – Operation
- The Clinic is installed according to the procedure of Article 13 of Law 1397/1983 and operates at the Regional University Hospital of Alexandroupolis.
- The Director is responsible for the overall operation of the Clinic and the use of instruments and materials; the Director shall be informed of every research project prior to its conduct and determines the use of the premises in the absence of a relevant decision.
- Upon the Director’s recommendation to the competent bodies, it is possible to recruit distinguished scientists in fields related to the educational, research, and clinical activities of the Clinic, in accordance with the provisions of Article 18 of Law 1268/1982.
ARTICLE 6
Revenue
The Clinic’s revenue is derived from:

- The execution of research programs conducted on its own behalf or on behalf of third parties.
- The provision of research or overall scientific products.
- Credits allocated by the Department of Medicine through the procedure of Article 4, par. 1(e) of Law 2083/1992 (A 159).
- Special contributions and funding from international organizations, public or private enterprises, and legal or natural persons.
- Inheritances, donations, and bequests granted to DUTH for the purposes of the Clinic.
ARTICLE 7
Maintained Records
The books and records maintained at the Clinic are the following:
Incoming and outgoing correspondence protocol, student grade register, admission log and patient monitoring archive, surgery log, annual financial records book, catalog of scientific books, journals, and instruments, and personnel change log. Regarding the patient monitoring archives, care is taken to ensure they are compatible with those of other Pediatric Surgery clinics to enable the creation of a national archive through electronic data transfer.
